Operations Technical Support Manager on GSA STARS II Small Business IDIQ monitors and identifies LAN technical problems that may arise. Support, test, and troubleshoot both hardware and software problems pertaining to Local Area Networks (LAN), recommend and schedule repair activities, and provide user-support services for all LAN-based application requests. Oversee and coordinate the activities of all end user technical support personnel in the Information Technology department. Develop troubleshooting processes, policies and procedures for technical support personnel. Compile and organize the procedures and policies for the use of LAN software and hardware systems and tools. May have degrees in Computer Engineering, Computer Science, Management Information Systems, Information Technology, or other related fields. Possess effective interpersonal and communication skills for communication with personnel at all levels in the organization. Have extensive knowledge of relational database theory, database administration, data modeling, data analysis, database design, repository creation, data architecture, data warehouse modeling, database management reporting, business management, management engineering, systems engineering, operations research, and so on. Responsible for periodic analysis and reviews of operational performance. Familiar with LAN/WAN/MAN network systems and services and other technical/operational systems. Familiarity with helpdesk systems operations, customer relationship systems and application and ticket systems. Analyze and evaluate competitor’s policies and strategies and make suggestions and recommendations to make in-house software and systems better than their competitors. Responsible for making recommendations on software and hardware upgrades and enhancements for efficiency. Coordinate the training of technical support personnel on diagnostic and troubleshooting procedures and policies. Provide assistance and oversight for all information system operation activities, including computer and telecommunications/communications operations, data entry, data control, operations support, operating systems programming, system security policy procedures, and/or web strategy and operations. Coordinate data collection and analysis to update operational procedures and policies for increased productivity, reduction of cost per unit, delivery of excellent customer service, and the elimination of unnecessary errors.
