Frequently Asked Questions

Yes, based on Section 8(a) of the Small Business Act (15 U.S.C. 637 and FAR 19.8), you may award task orders at or under the $4 Million competitive threshold on a sole-source basis. These are also known as a directed order. GSA Contract holders may take advantage of this unique provision based on self-marketing efforts or past performance.

When requirements exceed the $4 Million competitive threshold in accordance with FAR 16, you must give all contract holders within a functional area fair opportunity to compete.

Review the 8(a) STARS II GWAC ordering guide for guidance. In general, you need to follow these steps: 1). Attend 10 minute training 2). Request a delegation of procurement authority 3). Issue the task order 4). Report contract actions 5). Review past performance

8(a) STARS II is non-protestable and offers the unique opportunity to contract with highly qualified 8(a) small, disadvantaged businesses. Using a GWAC is a faster alternative to time-consuming, protestable, and costly full and open competitions.

GWACs are in-scope for information technology, agile software development, devsecops, and IT-related services. You can also buy hardware, software and related supplies as part of an integrated solution when majority of the project is labor.

New task orders may be issued between August 31, 2016 and August 30, 2021. Order performance may go through August 30, 2024.

Contracting officers can ensure their agencies receive 8(a) and SDVOSB credit by conducting a task order size re-representation. Ordering contracting officers can conduct a task order size re-representation as a condition of new task order awards, if you think it is in your agency’s best interest. Post-award, your agency claims socioeconomic credit by reporting contract actions in the Federal Procurement Database System (FPDS).

FAR 19.804-6 An 8(a) contractor may continue to accept new orders under GSA 8(a) STARS II even if it exits the 8(a) program.  SBA’s acceptance of the original GSA 8(a) STARS II contract is valid for the full term of the contract.
